* The main ideas in this paper were initially presented at the XXIV Meetings of ASCE and I benefitted from observations by R. Castañeda and J. Sanguinetty on the presentation. Subsequently, Jorge PérezLópez made extensive editorial comments on the first written version. J.L. Betancourt, R. Morán, and C.
